OnJune14,1889,GeorgeBalch,akindergartenteacherinNewYorkCity,plannedappropriateceremoniesforthechildrenofhisschool,andhisideaofobservingFlagDaywaslateradoptedbytheStateBoardofEducationofNewYork.OnJune14,1891,theBetsyRossHouseinPhiladelphiaheldaFlagDaycelebration,andonJune14ofthefollowingyear,theNewYorkSocietyoftheSonsoftheRevolution,celebratedFlagDay.

In1894,thegovernorofNewYorkdirectedthatonJune14theFlagbedisplayedonallpublicbuildings.WithBJCigrandandLeroyVanHornasthemovingspirits,theIllinoisorganization,knownastheAmericanFlagDayAssociation,wasorganizedforthepurposeofpromotingtheholdingofFlagDayexercises.OnJune14th,1894,undertheauspicesofthisassociation,thefirstgeneralpublicschoolchildren'scelebrationofFlagDayinChicagowasheldinDouglas,Garfield,Humboldt,Lincoln,andWashingtonParks,withmorethan300,000childrenparticipating.
